Uninsured are sick of rejection - Kagen proposal would ban use of pre-existing conditions to deny coverage [Appleton Post Crescent]

A far-reaching proposal by Rep. Steve Kagen, D-Wis., would ban the use of pre-existing conditions for denying group and individual health policies.
“No insurance company should be allowed to discriminate against any citizen due to pre-existing medical conditions,” said Kagen, a physician and first-term lawmaker.
His legislation calls for uniform pricing for health policies that provide the same scope of coverage. Kagen’s bill would allow for regional differences in costs and risks. His goal is to make it easier for people to comparison shop and to increase competition among companies.
His goal is to revamp health insurance that has “evolved to cherry picking to select the healthiest customer possible.”
